PC Polls: EC awaits PSC summoning

Election Commission (EC) Chairman, R.M.A.L. Rathnayake, said yesterday (24) that the Commission expects to submit its proposals on the Provincial Council (PC) Elections before the newly appointed Parliamentary Select Committee (PSC) on the PC electoral system once it is formally summoned.


Speaking to The Daily Morning, Rathnayake said the Commission has already conducted several studies relating to the PC electoral system and identified areas that require attention. 

"We will be presenting these findings to the PSC during the consultation process. However, we have not been summoned before it yet."


An 11-member Special PSC was recently appointed by the Speaker of the Parliament, Dr. Jagath Wickramaratne to examine the electoral system under which the PC Elections should be conducted. Chaired by Minister Vijitha Herath, the Committee has been tasked with examining the most suitable electoral framework for the PC Elections and submitting its findings together with recommendations to the Parliament.


The PC Elections have remained stalled for more than a decade due to legal complications arising from amendments introduced during the period of the United National Front Government between 2015 and 2020. Although a delimitation report which would facilitate the PC Elections was completed and presented to the Parliament, it was rejected by the Legislature at the time.
