Inspector General of Police (IGP) Priyantha Weerasooriya has issued new guidelines for arresting suspects under Section 3 of the ICCPR Act. 

All police officers, including Senior Deputy Inspectors General, have been informed in writing. 

The guidelines stipulate that arrests can only be made if statements incite violence, discrimination, or hatred, and require prior approval from the Legal Division. 

The IGP emphasised that offending or insulting individuals alone does not justify arrest, and warned of disciplinary action for violations of these procedures.
