Service delivery, public access: Public Admin. Ministry to amend 75 DS laws

The Public Administration Ministry is working to strengthen service delivery and help the public access services more efficiently by amending around 75 laws under the Divisional Secretariats (DSs).

Speaking to The Daily Morning yesterday (24), Ministry Secretary, S. Alokabandara said the Cabinet of Ministers had approved the project and that about 75 such laws and regulations had been identified. He explained the laws set for amendment were enacted before 1992, when the District Secretariats were run by Government agents, and were later continued under the DSs. 

Some of these laws are 100 to 150 years old, he said, and continuing to operate under them has caused public frustration because of lengthy procedures. He added that the Ministry would make recommendations after studying the processes required to implement the rules and regulations of these laws. The Ministry would propose only the necessary amendments, while the relevant Ministries would draft the changes.

Public Administration Minister, Prof. Chandana Abeyratne said earlier this week that the reforms aimed to modernise the legal and regulatory framework for the digital era, simplify procedures, and improve public access to State services.
