The telephone and internet communication networks disrupted due to the recent disaster are expected to be fully restored by today (04), the Digital Economy Deputy Minister, Eranga Weeraratne has stated. The Digital Economy Ministry, the Telecommunications Regulatory Commission and all telecommunication service providers are working to restore services. “Due to landslides and flooding, provincial fibre connections were disrupted at 11 locations. With the direct intervention of the Ministry, we managed to restore services at nine of these within 24 hours. At present, all provincial connections are operational. In instances where intermediate points remain affected, routing is being managed through alternative fibre paths. Over 4,000 main transmission towers became inactive due to power failures and fibre disruptions caused by floods and landslides. Of these, approximately 2,800 have now been restored. The remaining 949 towers are inactive primarily due to power outages and telecommunication providers are working closely with the relevant authorities to restore functionality as soon as possible. The Tri-Forces are providing maximum assistance in reaching the telecom towers quickly and providing the necessary power support. Currently, issues persist mainly in the Nuwara Eliya, Badulla, Puttalam and Vavuniya Districts. Among them, Nuwara Eliya and Kandy remain the most affected. By this morning, we expect more than 75% connectivity restored in Nuwara Eliya and Puttalam. Similarly, we aim to increase restoration in Kandy from the present 65% to around 70%. We have already resolved over 80% of the disruptions and we are confident that full restoration can be achieved by today.”
Meanwhile, the Road Development Authority (RDA) has announced that 159 roads, which were obstructed due to the recent disaster caused by heavy rainfall, have been reopened. Additionally, the Police confirmed that the entry and exit gates at the Kaduwela Interchange and the Athurugiriya Interchange on the Southern Expressway, previously closed due to flooding, have also been reopened as of yesterday (03). Among the major routes reopened are: the A-Four Colombo–Ratnapura– Wellawaya–Batticaloa Road, the A-26 Kandy–Mahiyanganaya–Padiyathalawa Road, the AA-6 Ambepussa–Kurunegala–Trincomalee Road, the AA-10 Katugastota–Kurunegala–Puttalam Road, and the AA-3 - Peliyagoda–Puttalam Road. The RDA’s engineering teams and field staff continues to work to expedite maintenance and repair work, ensure road safety and facilitate the daily activities of the public in the aftermath of the disaster caused by Cyclone Ditwah. The RDA added that the remaining roads currently closed will be reopened promptly. The road from Kaduwela to Battaramulla, which had been closed due to the recent flood situation, has also been reopened for public transportation. The Police Media Division confirmed the development. Due to the heavy rainfall experienced in recent days, the Kaduwela Town was completely submerged.
Elsewhere, the driving license services at the Department of Motor Traffic (DMT) have now been fully restored. The driving license computer system, which malfunctioned due to the adverse weather conditions, has now been completely restored. Accordingly, all services — including the renewal and issuance of driving licenses — can be obtained from the Werahera Main Office as well as all regional offices island-wide. Since yesterday, all District offices across the country resumed all services including driving license printing. However, as previously announced, the following special arrangements will continue for those who were unable to receive services during the system outage: written examinations (exams cancelled due to system failure and adverse weather will be held on the following new dates - exams scheduled for 27 November will be held on 8 December and exams scheduled for 28 November will be held on 9 December, with these exams to be held at the same times indicated on the booking document), and missed appointments (applicants who had appointments on 27-28 November and Monday (01) and Tuesday (02), can visit on any working day within the next two weeks to obtain their respective services without booking a new appointment).
Also, cleaning operations have commenced at the Mahiyanganaya Base Hospital, which was affected by recent flooding, the Health Ministry Secretary, Dr. Anil Jasinghe confirmed. The military has been assisting in this effort. However, since the Hospital is located near the Mahaweli River, a large amount of silt entered the facility, making the cleaning process somewhat challenging. Preparations had been made to fully resume outpatient services, primary care, and emergency services by yesterday. During the recent flooding, patients at the Hospital were transferred to other hospitals for treatment. Furthermore, the Hospital’s medicine stores were damaged by the flooding and some medications have been rendered unusable as a result.
Further, several wildlife National Parks and guest houses within the National Parks that were closed due to adverse weather conditions reopened yesterday, the Environment Ministry has announced. Accordingly, the Wilpattu National Park (the Hunuvilagama entrance), the Block One of the Yala National Park (the Palatupana entrance), the Minneriya National Park, and the Kaudulla National Park were opened. As some roads within these Parks remain flooded, only the sections suitable for vehicular movement will be opened to tourists. Additionally, steps have been taken to reopen several guest houses from yesterday. The following guest houses were opened from yesterday: the Kumana National Park – the Thummulla Wildlife Bungalow and the Kirigalbay Wildlife Circuit Bungalow, the Horton Plains National Park – the Ginihiriya (Anderson) Bungalow and the Maha Eliya Wildlife Bungalow, the Wilpattu National Park – the Maradanmaduwa Wildlife Dormitory, the Minneriya National Park – the Rambawila Circuit Bungalow, and the Yala National Park – the Section One Heenwewa Bungalow, the Ondaatje Bungalow, the Old Buthawa Bungalow, the New Buthawa Bungalow, and the Mahasilawa Bungalow.
Furthermore, the renovation of the main Nayaru bridge in Mullaitivu, which was completely destroyed by recent floods, has commenced with the assistance of Army personnel. The Mullaitivu Disaster Management Centre stated on Tuesday (02) that the Bridge had been completely destroyed due to flooding. As a result of the Bridge collapse, all transportation from Mullaitivu to Weli Oya, Trincomalee and Kokkilai had been completely disrupted.
