COPA makes startling revelation: Treasury unaware of fund utilisation in several projects

The Parliamentary Committee on Public Accounts (COPA) last week revealed that several projects in the country had secured direct foreign finances and utilised them without the knowledge of the External Resources Department of the Treasury. Accordingly, monies secured in this manner had been spent on four projects without the knowledge of the Treasury, it is learnt. The revelation was made when COPA summoned officials from the Ministry of Environment last Friday (19) to examine the Auditor General’s report for the financial years 2017, 2018, and 2019, along with its current performance. According to the Parliament Secretariat, it was identified that three projects worth $ 9.96 million and one project worth € 1.86 million were being implemented with such direct financial assistance, without the External Resources Department of the Treasury being notified. COPA had instructed the officials to inform the Treasury when receiving and spending such assistance in the future. In addition, COPA had discussed how systematic electronic waste management should be carried out, and how the compensation payments on land acquired by the Government for the development of the Uma Oya Multipurpose Projects should be made.
