Monk files FR against Cabraal and PB

  • Alleges financial crimes involving hedging deal, Central Bank/Greek bonds

Ven. Theeniyawala Palitha Thera has filed a Fundamental Rights (FR) petition in the Supreme Court alleging that the State Minister of Money, Capital Market, and State Enterprise Reforms Ajith Nivard Cabraal and the Secretary to the President Dr. P.B. Jayasundara have been involved in acts of fraud, corruption, and misappropriation of public property.

Through this FR application, the Thera seeks to request the Court to direct the Attorney General (AG) to file criminal charges against Cabraal and Dr. Jayasundara.

The Thera alleges that though former Central Bank of Sri Lanka (CBSL) Governor Cabraal was responsible for misappropriating over Rs. 23 billion in public funds, he has since entered the Parliament through the National List and is now serving as the State Minister of Money, Capital Market, and State Enterprise Reforms.

He also listed out Cabraal’s alleged involvement in numerous frauds and irregularities committed in the past, including the Rs. 10.2 billion loss incurred to the country through the 2009 oil hedging deal, the waste of public funds worth Rs. 10 billion through the issuance of CBSL Bonds from 2005 to 2015, and the loss of Rs. 2.1 billion through transactions involving Greek Bonds.

Because of these allegations, the Thera has stated that Cabraal, and the former Secretary to the Treasury and Ministry of Finance Jayasundara who is also alleged to have been involved in these deals, must be punished and excluded from all State operations.
